One of the best things we've found for our son who is low toned is water play. He just loves to swim in the pool and he does such a good job moving when he's in the water.
"I took my son in a forward facing carrier on walks around our busy neighborhood. It helped him work on his core muscles around the time he was learning to sit up. He would kick his legs and waive his arms at all the excitement."

Here's an article on aquatherapy with ideas you can try in a warm pool: http://www.wonderbaby.org/articles/aquatherapy
We also made him a sensory play area when he was a baby and that helped him reach out and encouraged him to roll over: http://www.wonderbaby.org/articles/make-your-own-sensory-play-area
